Dr. JM received his Ph.D. in political science from the University of California, Los Angeles. He is a lecturer in the Johns Hopkins University, Whiting School of Engineering, Graduate Environmental Management and Planning Program.
Dr. JM’s specializations include the role of innovation in promoting environmental sustainability, livability, and resilience, and the application of strategies of adaption and mitigation during periods of punctuated climate change. Dr. JM previously served as a social scientist at Oak Ridge National Laboratory and as the Small Business Innovation Research Program Manager for the Federal Highway Administration. Dr. JM was a member of the Transportation Research Board’s Standing Committee on International Cooperation until 2020. Dr. JM has written multiple books and articles on climate change and innovation, international cooperation in research and development, as well as the dynamics of policy learning and institutional change within national and international natural resource management systems. Dr. JM lives in Waynesboro, Pennsylvania with his German Shepherd Dog, Wolfrik Del Cono Sur.
